Call for Tender: “Backstopping Mandate for the SDC Climate Change and Environment Network”

Over the past two decades, climate change and environmental issues have become growing concerns for the entire humanity in general and for development cooperation in particular given the high vulnerability of many marginalized and poor communities. A climate smart approach is thus a fundamental prerequisite for securing the sustainable investment of tax payers’ money in official development assistance. Since the creation of the Global Program Climate Change (GPCC) and the corresponding Climate Change and Environment (CC&E) network in 2008, the awareness of the importance of climate change and environmental issues has continuously grown. During the current funding phase, the CC&E network has rapidly developed and has now more than 250 members. The network has started playing a key role in knowledge management both for the GPCC as well as for the Swiss Agency for Development and Cooperation (SDC) and its partners.
In the next phase the thematic integration and cooperation with other themes and networks shall be pursued. Regional activities and ownership shall be stimulated to further increase the relevance and added value of the network. The qualitative growth through key strategic partners shall continue and CEDRIG be further used to train and mainstream CC&E and disaster risk reduction (DRR) inside and outside SDC. Particular efforts shall be made to capitalize on achievements and lessons learnt to help improve project implementation and strategic planning as well as to nourish policy dialogue.
The selected contractual partner(s) shall support the CC&E network in i) extracting and disseminating lessons learned and key messages to support the effective implementation of programs, the further development of conceptual foundations and the nourishment of policy dialogue at various levels; ii) promoting capacity strengthening in the fields of operational and programmatic interventions linked to CC&E for SDC staff and key partners and in iii) providing thematic support and expertise to SDC and key implementing partners in the field of CC&E.
